T-Mobile Galaxy Note II gets FCC approval

Note successor sports LTE

The T-Mobile version of Samsung's Galaxy Note II has received FCC approval. According to the FCC's documents, the new Note will feature compatibility with a number of different wireless frequencies, and it will be LTE compatible, particularly with T-Mobile's forthcoming LTE network. That network is set to debut in 2013, and the new Note will be one of the first devices to take advantage of T-Mobile's LTE capability.

The Note II will be able to support the following frequencies: 850/1900 GSM/GPRS/EDGE, 850/1700/1900 WCDMA/HSPA, Band 4 (5, 10, 15, 20 MHz), 17 LTE (5, 10 MHz). The 700MHz connectivity will support LTE roaming, and the 1700MHz band will be for T-Mobile's forthcoming network.

The Note II is set to launch in late October, and Samsung expects it to sell better than its predecessor. The South Korean manufacturer has already begun sending out invites for a media event launching the new device. [via TMoNews]

FDA launches campaign against fake Internet pharmacies ? The ...

Buyers beware when it comes to buying medicine online, the Food and Drug Administration is warning consumers.? On Friday, the agency launched "BeSafeRx: Know Your Online Pharmacy," a national campaign to raise awareness about fake Internet pharmacies and their potential risk to consumer health.

?Buying medicines from rogue online pharmacies can be risky because they may sell fake, expired, contaminated, not approved by FDA, or otherwise unsafe products that are dangerous to patients,? said FDA Commissioner Dr. Margaret Hamburg. ??Fraudulent and illegal online pharmacies often offer deeply discounted products.? If the low prices seem too good to be true, they probably are.? FDA?s BeSafeRx campaign is designed to help patients learn how to avoid these risks.?

The agency did a survey and found that about 1 in 4 consumers bought prescription drugs online.? Nearly 30% said they were not confident about buying drugs safely on the Internet.

In July, the National Association of Boards of Pharmacy?analyzed more than 10,000 websites and found 97% were not in compliance with U.S. pharmacy laws and were listed as "Not Recommended."

These products present a potential serious risk because they can contain too little or too much active ingredient, the wrong ingredients altogether or no active ingredient at all.? The agency is telling patients to only buy their prescription drugs through online pharmacies that:
?are located in the United States
?require a "valid" prescription from a doctor/health care professional
?provide a licensed pharmacist for consultation
?are licensed by the patient's state board of pharmacy.

Home Improvement Dreams Can Come True!

Our family has been diligently focusing on paying down our debt and raising 3 kids and we didn?t have a lot of time or extra money to do home improvements. So now we need a few major repairs, but at least we will have the money to get them done.?First place we need to start is our kitchen. Our counters are mismatched, cupboards from the 70?s and appliances from the 80?s. Let the makeover begin.

Our biggest upgrade is the kitchen and then the bathroom. The kitchen is going to be where where we starts, since we only have one bathroom, there will be some logistics to figure out before we can start a remodel there.I have been browsing home remodel and kitchen sites online for days. I think I have a basic idea of what we want and where to start, but it get?s confusing with so many options.

Have you seen those kitchens with the?LED under cabinet lighting direct wire lights that last up to 10 years and save money, too? I am thinking they are a must have. Thank goodness my husband is an electrician and knows all about?direct wire LED lighting and is actually on board with investing in it. He even got sucked into a few lighting websites searching for products, power supplies and?LED TV backlighting. I am glad I don?t need to understand any of that ?technical? stuff. I think I will stick to picking out the cupboards and appliances and leave the other stuff to him. My husband thinks I need to take a few steps back and focus on the cabinets and counter tops I prefer, before I worry about lighting choices. It?s really hard when there are so many great lights to choose from.

How Refinancing a Mortgage Can Affect Your Credit | AOL Real Estate

It hardly seems possible that mortgage rates can get much lower, but they have. Homeowners are taking notice and refinancing their mortgages. Freddie Mac reports that 30-year fixed-rate mortgages have reached an all-time record low at 3.4 percent for the week ending Sept. 27, down from last week's 3.49 percent.

So if you're on the fence because you are afraid that refinancing (again) will hurt your credit, relax.

"It will neither help nor hurt your score in the short-term," insists Anthony Sprauve, director of public relations for myFICO.com. "Any impact will be minimal and brief. The true impact will be how you manage the new mortgage over time."

While that makes refinancing sound like a no-brainer, there are a couple of potential traps you'll want to watch out for.

Why the Calendar Is Critical

The first is the impact of shopping for a new loan on your credit scores. Each time you apply for credit, that sparks an "inquiry" into your credit history. "The typical additional inquiry can be expected to lower a credit score by five points or less," says Barry Paperno, a credit scoring industry veteran and manager of the Credit.com forums.

But in the case of mortgage loan inquiries, "you can incur any number over a focused period of time, such as 14 or 45 days, and they will only count as one inquiry," Paperno explains. "Also, while on your credit report for two years, inquiries are counted for only the first year by the credit scoring models."

Steve Ely, CEO of eCredable.com agrees, adding: "Like most things in the science of credit scoring, the thicker your credit file, the smaller the impact on your credit score."

The take-away? If you are going to shop for a new lower-rate home loan, it's a good idea to do so in a relatively short period of time.

The other risk when you refinance? A missed mortgage payment. This trap isn't common, but if you're affected, you can see a significant drop on your scores.

It works like this: You are approved for a new loan to pay off the current loan. Your loan officer tells you that you can skip this month's payment on your current loan because the new loan will take care of it. That's true -- provided the loan closes and funds on time. But if the payment from the new lender arrives more than 30 days after your current payment to your "old" lender is due, that lender may consider that last payment late. And one late payment can really hurt your scores.

So keep an eye on the calendar, and if it looks like you might be cutting it close, talk with your lender and loan officer about making that mortgage payment to keep your good credit intact.

If all goes smoothly, though, your credit report should list the old loan as paid in full with a zero balance. Pay the new loan on time and your credit will be just fine. Not to mention your budget.

O2 to sell upcoming HTC smartphone without a wall charger, says it's part of a 'simple vision'

In what could be considered a relatively strange move, O2 has announced that an upcoming, unannounced HTC smartphone won't come with a wall charger inside the box. According to the Euro carrier, this idea is part of a "simple vision" in which it wants "to take chargers out of boxes full stop," adding that research has shown more than 70 percent of UK customers don't have the need for such charger as they already own one with the same compatibility. The soon-to-be HTC device will, however, include a USB to micro-USB cable, so not everything will be completely lost. Now O2 didn't give any fruitful details about which HTC handset it'll be using to kick off the program, but we'll let you know as soon as we find out.

'Scar free healing' clue in mice

Mice with brittle skin, which tears off in order to escape predators, may offer clues to healing wounds without scarring, according to US researchers.

Some African spiny mice lost up to 60% of the skin from their backs, says the study published in the journal Nature.

Unlike wounds in other mammals, the skin then rapidly healed and regrew hairs rather than forming a scar.

Scientists want to figure out how the healing takes place and if it could apply to people.

Salamanders, some of which can regrow entire limbs, are famed for their regenerative abilities. It has made them the focus of many researchers hoping to figure out how to produce the same effect in people.

Mammals, however, have very limited ability to regrow lost organs. Normally a scar forms to seal the wound.

"This study shows that mammals as a group may in fact have higher regenerative abilities then they are given credit for," said Dr Ashley Seifert from the University of Florida.

As well as rapid skin healing, the mice were also able to heal large circular holes punched in their ears - they regenerated hair follicles, sweat glands and cartilage.

Tests showed the mice produced a "regeneration hub" known as a blastema in order to repair the injury. It is this bundle of stem cells that is also used by the salamander to rebuild missing body parts.

Dr Seifert told the BBC: "It is thought that one of the main constraints on regenerating appendages in humans, or mammals for that fact, is the failure to form a blastema."

He wants to investigate how the structure forms in these mice.

Another difference was in the web of proteins that holds cells in place - the extracellular matrix.

He said: "These mice appear to deposit extracellular matrix into their wounds at a slower rate than mice, pigs or humans.

"Although many scienctists are trying to speed up the healing process, our studies on spiny mice and salamanders show that slowing things down is the path towards regeneration."

However, working out what is happening and then trying to transfer the findings to people is likely to be a long journey.

Commenting on the study, Elly Tanaka, from the Technische University Dresden, said: "These studies suggest that the pathways leading to regeneration, at least of the skin, that are normally associated with amphibians are also accessible in mammals."

She added that harnessing the process "in a controlled manner in other wound situations may help to promote scarless healing".

By Ahmer Kazi As its name suggests, the Dell OptiPlex 9010 Small Form Factor (9010 SFF) ($1,618 direct) falls toward the smaller side of Dell's OptiPlex 9010 commercial desktop lineup, landing between the Ultra Small Form-Factor and the full-tower desktop models. Despite its compact size, though, it packs solid hardware into an IT-friendly system that doesn't require any tools to open the chassis or swap components. For businesses looking to preserve space without necessarily compromising performance, it's a good option. That said, it's fairly pricey, and both similarly sized systems and better performers are readily available.

Design and Features
The 9010 SFF is housed in a compact chassis that measures 11.4 by 3.7 by 12.3 inches (HWD). Overall, it's not nearly as small as either the Polywell Poly i1000A-3770T or the Alienware X51 , but those systems are arguably too small, as neither can accommodate any internal expansion whatsoever. The 9010 SFF can be positioned vertically or horizontally, as demonstrated by the four rubber feet on its right side. The left side of the chassis, meanwhile, can easily be removed by pulling on the built-in handle?a convenient feature that lets your IT staff open the system up and swap out components without any tools.

The front panel is primarily covered by a gray plastic grille and features a slot-loading DVD burner, a pair of USB 2.0 ports, two USB 3.0 ports, and headphone and microphone jacks. The rear sports even more USB ports, with a pair of USB 3.0 ports alongside four USB 2.0 ports. Additionally, there's an RJ-45 port, a VGA port, three DisplayPorts, and two PS/2 ports. It's a healthy serving of ports, though it's worth nothing that two of the USB ports will be occupied by the included wired mouse and keyboard. On a related note, the 9010 SFF's USB 3.0 ports don't sport the familiar blue that's typically used to distinguish speedier USB 3.0 ports from their slower USB 2.0 counterparts. Instead, Dell has opted to place a barely noticeable "SS" (Super Speed) insignia above the USB 3.0 ports; it's not a major design flaw by any measure, but it will require your IT staff to do an extra bit of squinting when plugging in USB 3.0 peripherals.

As mentioned earlier, the real draw of the 9010 SFF is its ability to be upgraded and maintained without the use of any tools. Simply pull the handle on the left side of the chassis and you'll be greeted with an easily accessible?though densely packed?arrangement of hardware accented by easy-to-see light blue handles and grip points. Sliding out the optical drive allows for access to the 3.5-inch 1TB Seagate Barracuda HDD that's encased in a metallic bay, which one removes by pulling on a circular blue lever. Removing the HDD reveals four DIMM slots on the 9010 SFF's motherboard, two of which are occupied by 4GB DDR3 SDRAM. Beneath the discrete 1GB AMD Radeon HD 7470 card is an empty half-height PCIe x16 slot, which can be outfitted with something along the lines of a low-powered graphics card or a WLAN 802.11n card after you swing out a plastic hinge that, in turn, allows you to pop out the metallic grille locked into the chassis. Overall, the 9010 SFF is remarkably easy to service and maintain despite its somewhat cramped interior.

Performance
Dell OptiPlex 9010 SFF

The 9010 SFF performed admirably against other small form-factor desktops, though it was handily outclassed by the larger enterprise-class HP Z220 CMT Workstation nearly across the board. Its PCMark 7 score of 2,980 landed at the bottom of the pack, coming within striking distance of the Alienware X51 (3,055 points) but trailed the rest of its peers, including the Shuttle X6100 (4,514 points). On the other hand, the 9010 SFF led the pack in our multimedia benchmark tests. It completed our Handbrake video encoding test in a brief 1 minute 4 seconds, edging past both the HP Z220 (1:05) and the Poly i1000A-3770T (1:11) by a thin margin. Likewise, it completed our Photoshop CS5 in 2 minutes 48 seconds, breezing past the Shuttle X6100 (3:00) and the Alienware X51 (3:36) without breaking a sweat. And while the 9010 SFF's Cinebench R11.5 score of 7.48 points fell a little short of the HP Z220 (7.55), it nonetheless muscled past the rest of the group, especially the Shuttle X6100 (5.68) as well as the Alienware X51 (4.91).

Despite its discrete 1GB AMD Radeon HP 7470 GPU, the 9010 SFF had difficulty breaching the 30 frames per second (fps) playability barrier in our gaming tests. To nobody's surprise, the X51 dominated the group in this arena, leaving the rest of the group gasping for air. In our Crysis benchmark tests, the 9010 SFF's performance (40 frames per second or fps in medium quality at 1,280-by-720 resolution; 4fps in high quality at 1,920-by-1,080 resolution) fell way below that of other systems, especially the HP Z220 (84fps and 11fps, respectively) and, to a more pronounced extent, the class-leading X51 (88fps and 22fps, respectively). Similarly, the 9010 SFF struggled in our Lost Planet 2 benchmark tests (16fps in middle quality at 1,280-by-720 resolution; 4fps in high quality at 1,920-by-1,080 resolution), missing the Poly i1000A-3770T by a narrow margin (18fps and 5fps, respectively) while, once again, being thoroughly outgunned by the X51 (86fps and 35fps, respectively). As far as 3D rendering goes, the 9010 SFF's 3DMark 11 scores (1,094 in Entry mode, 185 in Extreme mode) came close to that of the Poly i1000A-3770T (1,200 and 201, respectively), but, unsurprisingly, fell below both the HP Z220 (3,097 and 570, respectively) and the Alienware X51 (5,184 and 1,059, respectively).

Dell OptiPlex 9010 SFF

Overall, the Dell OptiPlex 9010 Small Form-Factor is a good system whose shortcomings are tempered by its remarkable accessibility and expandability despite its compact profile. It doesn't perform with unbridled power like some of its peers, but its IT-friendly design makes it an appealing choice for businesses. Still, its high price tag is difficult to justify in the face of more nimble competitors, and, moreover, businesses that are purely interested in sheer computing power would be better off with our current Editors' Choice for single-processor workstations, the HP Z220 CMT Workstation.

Anybody here know the first thing about video ... - UK Business Forums

Just abit of advice really is what i am looking for here

I own a website name i am not going live with the website yet but what i want to do is start gaining interest in a certain niche and build a page on this especially for the fans on facebook now my question is on the video editing side now we all know you tube has most of the clips for things but all they do is either have ads or where you need to watch an ad for 2 mins or youtube just pulls clips when it wants, what i want to do is get these clips i want for the fan page and brand it in my brand name i already have and not have any ads what so ever.
1.Is there anywhere else on the web i would be able to pull clips for example intro's other than youtube

I know you have to be careful with copywrite n permissions & things but because its a pacific fan site i think i will be able to do it other fan sites do but if i am asked to pull anything obviously i will.

U, and FIFA Soccer 13. Minigame collection Nintendo Land will launch with the 32GB, $350 version of the Wii U console, and will also be available separately on Nov. 18 -- all Nintendo first-party games will be available digitally at launch as well. An item in Monday?s Telegraph had this headline: ?Americans offer Tories advice on gay marriage?. What was all this about? It seems that Tory ?strategists? have been holding meetings with American lobbying experts ?to try to win hesitant Conservative MPs around to supporting same-sex marriage.? Apparently David Cameron is concerned that rebel backbenchers could scupper his plans to change Britain?s marriage laws by 2015.

According to Benjamin Cohen of the UK pressure group Coalition for Equal Marriage, founded in 2012 in opposition to the Coalition for Marriage and which has the support of Nick Clegg, the National Secular Society, the British Humanist Association, Stonewall and others, ?the battle?is really to try to convince Conservatives. We are working with them [the US campaign group Freedom to Marry] to try to determine the best way of presenting the argument to Conservative backbenchers.?

Freedom to Marry was founded in the US in 2003. According to its ?Roadmap for Victory?, it is working ?to end the exclusion of same-sex couples from marriage? by winning same-sex marriage for more states and repealing the Defence of Marriage Act, a law it sees as discriminatory.? In March 2011 the organisation launched an open letter to Barack Obama, appealing to him to support their objective. Their campaign ended on 9 May 2012 when Obama became the first sitting president of the US to declare openly that he supports same-sex marriage.

The Telegraph report adds that ?Many Tory members privately say that same sex marriage is one of the biggest subjects of correspondence from constituents and fear that it will cost them votes.? There have been a huge number of signatories to the Coalition for Marriage?s petition to keep marriage as it stands, so this large postbag does not come as a surprise. People who support marriage feel they have been unfairly labelled as ?bigots? (isn?t this what Nick Clegg secretly feels?). In my view this is a much larger issue than whether Andrew Mitchell, the Chief Whip, called policemen ?plebs?. The first word rudely dismisses a large section of the population who want to uphold an ancient institution that is fundamental to society; the second is a matter of personal (and public school) rudeness. I think Tory MPs are right to fear that David Cameron?s obduracy on this question will cost them votes in the next general election; it might even lose the election for them. The Telegraph report concludes by quoting a Downing Street source which confirmed the strategy meeting had taken place but added: ?The Americans were there to learn from us as much as we were from them.?

Cardinal Francis George of Chicago is one American who has no plans to ?learn? from any pressure group. A recent?Portland Catholic Sentinel?carried?an article by him giving his response to the Chicago city government?s assumption that they can decide the ?values that must be held by citizens of Chicago.? He asks, in a deliberate reference to McCarthyism, ?Is the City Council going to set up a ?Council Committee on un-Chicagoan Activities? and call those who are suspect to appear before it?? He continues, ?The value in question is espousal of ?gender-free marriage?. Approval of state-sponsored homosexual unions has very quickly become a litmus test for bigotry; and espousing the understanding of marriage that has prevailed among all peoples throughout human history is now, supposedly, outside the American consensus.?

(AP) ? The top of the AP Pro32 power rankings is a tough spot to hold.

The Houston Texans became the fourth team in as many weeks to sit first overall in the rankings. Fresh off an impressive victory at Denver to go 3-0 for the first time, Houston replaced San Francisco as the No. 1 team in voting Tuesday by 12 media members who regularly cover the NFL. Houston earned nine first-place votes and 380 points.

"Decisive win in Denver and big-time performance from Matt Schaub, losing part of his ear in the process," 2002 NFL MVP Rich Gannon of CBS Sports and Sirius XM radio said.

Schaub lost a small portion of his left ear lobe when his helmet cut it on a hard hit.

"I don't think we'll be hearing any more questions about Matt Schaub's toughness after the quarterback played with a severed ear lobe ..." added Alex Marvez of Foxsports.com

San Francisco dropped to a tie for fourth with the New York Giants. Previously, Green Bay and New England also held the top spot, then lost.

The other unbeaten teams, Atlanta and Arizona, were second and sixth, respectively. The Falcons got two first-place votes and 371 points, while the Cardinals had one and 335 points.

"The Falcons are hot, in all three phases," noted former All-Pro safety John Lynch of Fox Sports. "Is anyone playing the QB position better than Matt Ryan? I don't think so."

Dan Pompei of the Chicago Tribune gave the Cardinals the nod.

"It's hard to believe they are the best in football, but they have beaten more good teams and answered more challenges than any other team," Pompei said.

Rounding out the top 10 were third-place Baltimore, seventh-ranked Green Bay, No. 8 New England, No. 9 Seattle and No. 10 Chicago.

Last for the second straight week was Cleveland, which lost at home to Buffalo and is 0-3.

"Hope they're not expecting Ray Lewis to hold a pity party for them Thursday night," quipped Ira Kaufman of the Tampa Tribune.

Of course, the Browns have a bit of an excuse, as Rick Gosselin of the Dallas Morning News pointed out:

"The Browns have the youngest starting lineup in the NFL at an average age of 24.86 years," he said.

The league's other winless team, New Orleans, fell to 27th. The Saints were ranked ninth in the preseason, but have lost twice at home after sweeping their home games last year.

"Now we know the value of a head coach and a quality defense," said Pat Kirwan of CBSSports.com and Sirius XM. "This is starting to look like a lost season at 0-3."

Not to everyone. Bob Glauber of Newsday had the Saints 22nd.

"Season's slipping away already," Glauber said. "Not what Drew Brees had in mind as his response to Bountygate fiasco. Still enough talent to get back into it, but time might be running out."

Big Savings in Buying a Home Versus Renting | Bay Area Real ...

Trulia logoBuying a home instead of renting can save hundreds of dollars a month in the Bay Area, according to a report from the online real estate search service Trulia.

That?s good news for the many renters who are ready to become buyers.

With a 3.5 percent mortgage and itemized deductions at the 25 percent federal tax bracket, an owner who stays in a home for seven years before selling saves an estimated $899 a month from the average cost of renting in the San Francisco metropolitan area and $990 in the Oakland metro area. Even with a mortgage rate of 5.5 percent the monthly savings are substantial ? $324 and $702 in San Francisco and Oakland, respectively.

Trulia compared home ownership and rental costs in the nation?s 100 largest metro areas and concluded that owning a home was cheaper by an average of 45 percent. The savings totaled 28 percent in San Francisco and 43 percent in Oakland.

In part, that?s due to ballooning rents in the Bay Area and particularly in San Francisco ? a trend we reported on earlier this year, and one that?s continuing as the economy improves and the tech sector lures more workers into the city by the bay.

In its analysis, Trulia looked at the average price of all homes for sale and the average rent of all homes for lease on its website from June through August. For homes, the price included closing costs, maintenance, insurance, and property taxes. For renters, it included security deposit and renter?s insurance.

In each market, the savings varied according to three factors: mortgage rate, income tax bracket, and length of home ownership.

In San Francisco, for example, a homeowner with a 5.5 percent mortgage and income in the 25 percent tax bracket and who stays in a home for five years instead of seven would save only $74 a month over the cost of renting. If the house is sold after only three years of ownership, the savings would vanish; home ownership would exceed rental costs by $1,002 every month. In Oakland, using those same parameters, the savings would total $514 a month at five years of home ownership and only $62 a month at three years.

The savings detailed in Trulia?s report owe much to the current economy. Mortgage rates are the lowest ever recorded, and home prices have started rising from their housing collapse lows only in the past six months. Rental rates, meanwhile, have skyrocketed, rising by double digits every year in San Francisco.

Senior Leslie Blalock is the record holder at CHS for suspending 25 textbooks on a 4-inch-tall paper and tape structure. Last year, she would?ve been reading about suspension on the computer. Now, she is taking what she has learned and trying her luck at a school record.

As of this school year, the use of computers in the Foundations of Technology course has been replaced with hands-on projects.

?This course has been updated to ensure all students have adequate opportunities to fully learn to apply concepts in real-world scenarios using a hands-on approach,? said Betsey Brown, director of the MCPS Department of Curriculum and Instruction.

Principal Dr. Joan Benz supports the new curriculum because it connects to the science department.

?The course ties in very nicely with the science curriculum so it?s not out there as an isolated course by itself,? Principal Dr. Joan Benz said. ?It?s more project-oriented than it had been and not so much computer-based.?

Foundations of Technology teacher David Hurless also sees advantages in the new course.

?The students will benefit with the way the hands-on projects give them better thinking skills and better analyzing abilities for everyday projects,? Hurless said.

However, according to Hurless, removing the computer programming portion of the class may hinder student learning.

?Computers gave students more options to access the technology available and you could utilize the resources for student improvement,? Hurless said.

While Hurless believes it is too early to gauge how students feel about the new curriculum, freshman Nicole Menkart has positive feedback.

?At first I was really surprised that technology class had no computers, but I actually like it now that we have started working on projects,? Menkart said. ?It?s nice to learn the basics of building and tools, like how to build things in real life, before you learn how to do it on the computer.?

Not only have changes occurred in CHS?s Foundations of Technology curriculum, but a new course, Design Technology Solutions, is now offered as an alternative for students to fulfill the technology graduation requirement.

?All we had was Foundations of Technology, so it seemed like every child had to do Foundations of Technology because we didn?t have any choices,? Benz said. ?So, the state developed this new curriculum and new course to also meet the technology requirement.?

Senior Jessica Prussick enjoys the Design Technology Solutions class which emphasizes problem solving and collaborative projects.

?I like how the class is very interactive,? Prussick said. ?We get to engage in neat projects.?

According to Design Technology Solutions teacher Rebecca Smith, the course involves computer science, programming and robotics.

?Students are excited about using and programming with legos because it is all hands-on,? Smith said. ?The course consists of a lot of teamwork and building together.?

Syrian opposition figures meet in Damascus

DAMASCUS, Syria (AP) ? A faction of the Syrian opposition that rejects armed rebellion called for the ouster of President Bashar Assad at a rare meeting Sunday in the Syrian capital. The gathering was tolerated by the regime in an apparent attempt to lend credibility to its claims that it remains open to political reform despite its bloody crackdown on dissent.

Diplomats from Iran, Russia and China, Assad's main allies, attended the opposition conference, which was likely to be viewed as a cosmetic gesture by Syrian rebels and their many backers in the international community.

In recent weeks, Assad's military has escalated airstrikes and shelling of civilian areas to put down an uprising that began 18 months ago with peaceful protests and has since become a civil war. Activists say close to 30,000 people have been killed.

The loose network of Syrian rebel groups, as well as the political opposition outside Syria, believe Assad cannot be trusted in any negotiations about reform or a peaceful transfer of power, and call for foreign military intervention to break the stalemate in the conflict. The United States and its allies have refrained from such action, partly because of international divisions over Syria and fears of a wider conflict.

The opposition figures who met in Damascus are open to the idea of a political settlement, even though the conflict so far has eluded all attempts at mediation.

Assad's government tightly restricts criticism in areas it controls, and security was tight for Sunday's one-day conference at a Damascus hotel, attended by dozens of people. Streets leading to the hotel were blocked off, plainclothes security agents patrolled the perimeter and participants passed through security checks.

A bomb hidden in a black bag exploded on a footbridge in downtown Damascus, close to the Four Seasons hotel, about a kilometer (under a mile) from where Sunday's opposition conference was held. Two people suffered slight injuries, witnesses said.

Sunday's meeting was organized by the National Coordination Body for Democratic Change in Syria, or NCB, an umbrella for 16 opposition groups with roots in the country. On Thursday, two senior NCB leaders disappeared after landing at Damascus International Airport, along with a friend who was to pick them up, and the NCB has blamed the regime for the disappearance. The government claimed the three were kidnapped by "terrorist groups," a phrase it uses for rebels.

Despite the incident, the group said participants agreed on the idea of "overthrowing the regime with all its symbols" while emphasizing the need for "peaceful struggle to achieve the goals of the revolution."

"It's our right to meet here in the capital to express our views without being subject to dictates and pressures or to be forced to make concessions," the NCB's head, Hassan Abdul-Azim, told The Associated Press.

The strong language may be aimed at gaining credibility among Syrians who despise the regime but are weary of civil war.

NCB leaders, most of them traditional leftists, accuse the rebels and the Syrian National Council, a political opposition group based outside Syria, of being beholden to Turkey, which shelters defected Syrian generals and opposition figures, as well as Gulf Arab countries that support the rebels.

The rebels, in turn, accuse the NCB of being cut off from grassroots opposition fighters on the ground. Many rebels look askance at any political plan short of Assad's immediate ouster, seeing it as a play for time.

The statement emerging from Sunday's conference called for an immediate ceasefire accompanied by the full withdrawal of the Syrian army from towns and cities and the release of all political detainees and kidnapped people. This would be followed by the start of negotiations between the opposition and representatives of the Syrian government on a peaceful transition of power, it added.

The scenario outlined by the participants is similar to a six-point peace plan proposed by the former international peace envoy to Syria, Kofi Annan. That plan ended with Annan quitting the post last month after his cease-fire failed to take hold as violence escalated across the country.

Haitham Manna, a Paris-based veteran dissident who heads the external branch of the NCB, said the Syrian uprising was launched from inside Syria and it was "only natural for us to speak on behalf of the revolution from inside Syria."

He said regime change in Syria was inevitable.

"This regime is dead in the hearts and minds of all Syrians ... there must be negotiations on a peaceful transition of power," he said in a telephone interview.

The Russian ambassador in Damascus, Azmat Allah Kolmahmedov, praised the conference, calling it a "direct implementation of the process of reforms launched by the Syrian government, including the freedom of expression."
