It has been confirmed by the UK?s financial regulator, the Financial Services Authority, that tougher mortgage rules designed to stop a repeat of the irresponsible mortgage lending seen prior to the financial crisis will come into force later than anticipated. The new rules from the FSA will force lenders to pay more attention to applicants? ability to make repayments before agreeing a mortgage advance.

During the last housing boom in the UK, many lenders engaged in what was later described as irresponsible lending, allowing applicants to borrow large amount of money to buy a home without putting their ability to repay under enough scrutiny. This is something that the FSA wants to avoid a repeat of and hopes that the new regulations will help to avoid.

The new regulations were expected to come into force next summer. However, the FSA has now said that it is going to be around April 2014 before they come into force. Once the new rules come into force, banks will have to take more responsibility when it comes to ensuring people can afford to make repayments before any mortgage loan is forwarded to them, which should mean that borrowers are not granted mortgages that they cannot afford.

It is expected the introduction of the new rules will not have much of an effect on the mortgage market as most of the new rules are already in operation with most lenders already working in-line with the new rules and measures which were proposed initially under consultation within the industry, rather than waiting for mandatory rules to come in to force.

The over ambitions lending seen prior to the financial crisis is said to be partly to blame for some homes being repossessed over the past few years. This has been limited to some degree though by the rock bottom Bank of England rate of interest, which has helped to ease the financial strain for homeowners who might otherwise have been unable to afford their mortgage repayments. Mortgages such as self certified mortgages, high income multiples and mortgages with no deposit have all been blamed for leaving homeowners in financial dire straits.

The FSA said that lenders have already learned valuable lessons from what has happened over the past few years but that certain principles needed to be ?hard wired? into the system to ensure that borrowers are sheltered from taking on unmanageable mortgage loans in the future. The new process will mean that applicants looking for a mortgage will face more stringent questioning and application processes with the main focus being on proving they are able to afford the loan repayments.

TIMBUKTU, Mali -- A military helicopter arced through the dusty yellow haze and dropped onto the sand a few kilometers from Timbuktu on April 24, settling inside a ring of Islamists armed with AK-47s and anti-aircraft guns.

A general from neighboring Burkina Faso and a Swiss government aid worker emerged and joined an Islamist leader sheltering in a tent; they exchanged pleasantries over roasted goat and cans of fruit juice. About an hour later, after the Swiss official and Islamist leader had spent five minutes alone in the helicopter, a pickup truck arrived carrying Beatrice Stockly, a Swiss missionary who had been kidnapped nine days earlier.

"I don't know what they talked about, but soon after the Islamist left the helicopter, the hostage arrived," said a witness who was on the helicopter that whisked Stockly, who arrived wearing a veil, to freedom.

"The first thing that she did was remove the veil and eat a bar of Swiss chocolate."


Such exchanges -- usually secret -- lie at the heart of a multimillion dollar kidnap and ransom industry in West Africa's dry north. Governments, including the Swiss, deny paying ransoms, but deals are done, according to U.S. officials and Swiss government reports. Alongside networks smuggling everything from cigarettes to guns, people and drugs, they form a lucrative criminal economy that has helped drive this year's implosion in Mali, a state that has lost control of an area in its north bigger than France.

Flush with cash, al-Qaida-linked gunmen -- dubbed "gangster-jihadists" by French parliamentarians -- are now key players in a web of Islamists and criminal networks recruiting hundreds of locals, including children, and a trickle of foreign fighters. Among the shifting alliances, al-Qaida's North Africa wing, known as AQIM, has forged links with Malian Tuareg Islamists, and MUJWA, a group that splintered off from AQIM but still operates loosely with it.?

Islamic rule
The Islamists, who advocate a political ideology based on Islam, are trying to impose a strict form of Shariah law. At least three suspected criminals have been stoned to death or executed by firing squad in Mali while several others have had hands and feet amputated.

Almahamoud, a man from Ansongo who was accused -- wrongly, he says -- of stealing cattle, suffered an amputation in August. "They cut off my hand to make an example of me," he said. "They will continue mutilating people to impose their authority. I don't know how I will live with just one hand."

Traditional, moderate Islamic customs have been crushed. Music is banned, women cover themselves with veils and residents are flogged for smoking cigarettes or drinking alcohol. Ancient religious shrines central to the Sufi Islam practiced by many Malians have been smashed because they are deemed illegal by the hardliners.

The Islamists say they have been helped by the criminal economy -- including payments from the West.

"It is the Western countries that are financing terrorism and jihad through their ransom payments," said Oumar Ould Hamaha, who said he spoke on behalf of MUJWA. Referring to the various Islamist groups, he added: "We are separate but we all have the same aim, to fight for Islam."

For the region and the West, the challenge is to wrest back control of a vast desert area that, for now, is a safe haven for extremists and criminals. The stakes are high. With large airplane runways in Gao, Timbuktu, Kidal and Tessalit under Islamist control, Mali's north threatens to become a free-for-all for traffickers and terrorists.

"Their common interest is the lack of a state," said a former senior Malian intelligence official when asked to explain the relationships between AQIM, which has moved from peripheral to powerful force in the region, and other Islamist groups and criminal networks. "Fundamentally that is what links these people."

Ransom millions
The Sahara's modern-day ransom industry has its roots in February 2003, when a group of 32 European tourists were snatched in Algeria by the Salafist Group of Preaching and Combat, known as the GSPC. Some of the hostages were rescued by Algerian security forces, but the rest were freed after $5 million was paid by at least one European government, according to Stephen Ellis, an expert on organized crime and professor at the African Studies Centre in Leiden, the Netherlands, who has followed the Islamist group over the past decade.

"It set a precedent," said Ellis. The GSPC later declared allegiance to al-Qaida, changed its name to AQIM and turned its southern wing into a money-making operation. "They were back in business with that first round of payments," Ellis said.

In the years that followed, more than 20 other Westerners were kidnapped across the Sahel-Sahara band. Leaked cables from 2008 and 2009 from the U.S. Embassy in Mali's capital, Bamako, record sources telling diplomats that AQIM had offered to pay as much as $100,000 for captured Westerners, so long as they were not American, in the hope of extracting even higher ransoms. The gangster-jihadists knew Washington did not pay ransoms -- but that other countries did.

Western and regional security officials say kidnapping subsequently earned AQIM tens of millions of dollars, although no figures have ever been confirmed. Switzerland has come closest to indicating the sums involved, though still officially denying it has paid any ransoms.

A Swiss government report in 2010 confirmed the country had spent 5.5 million Swiss francs ($5.9 million) the previous year to free two hostages held in Mali. A separate parliamentary statement revealed that about 2 million francs went on paying Swiss staff involved in the operation. A spokesman for the department of external affairs declined to say where the rest of the money had gone.
"There is no hostage that has been released without a ransom. You have to be realistic," a senior West African official who has direct knowledge of hostage negotiations told Reuters. "The West has financed AQIM by paying ransoms for hostages."

The money has allowed the group to buy food, fuel, weapons and favor among local populations in remote zones of Mali's north. Fees have risen, too -- AQIM is currently demanding 90 million euros ($117 million) for the release of four French workers seized from a uranium mine in Niger in late 2010.

In Mali's north, residents have little doubt they are seeing the results of ransom payments. In August, rank-and-file members of MUJWA in the town of Gao were given large wads of cash soon after an Italian and two Spanish hostages were freed, according to two residents, both of whom had friends or contacts within the organization. One resident said the minimum payment was about $300.

Djibril Yalga, who repairs mobile and satellite telephones on a dusty street corner in Gao, said business was booming under Islamist rule and fighters with cash were ready to spend it to keep locals happy.

"Lots of people -- mostly gunmen -- come to charge their phones," he said, as Islamists perched nearby on pick-up trucks mounted with machineguns. "They pay well and seldom try and bargain. They let me keep the change."

Following the money
When a coup in March removed President Amadou Toumani Toure, it revealed a deep rot in a country once seen as a model of democracy for the region. Bamako had tried to run Mali's north through alliances with a local elite involved in criminality -- rather than by tackling long-standing issues -- and that accelerated the collapse as a power vacuum persisted.

AQIM's Sahara wing, led by two Algerians, Mokhtar Belmokhtar and Abou Zeid, has extended its influence partly through loose alliances. Its partners include Ansar Dine, a group of Tuareg-led rebels seeking to impose Shariah, and the Arab-dominated MUJWA, say both local and Western officials.

Money from criminal enterprises has enabled the Islamists to outgun rival rebel groups. "(The Islamists) can afford to pay people but we cannot," said Mohamed Attaher, a senior official with MNLA, a rebel group that kicked off an uprising in January but in June was pushed out of areas it had controlled by MUJWA.

The United Nations has evidence that Islamists enlisting children in Mali's north are paying their families a one-off fee of about $600 for each new young fighter, plus monthly payments of about $400, according to Ivan Simonovic, the U.N.'s assistant secretary-general for Human Rights.

Reuters journalists travelling in Islamist-held zones saw a handful of children in the ranks of the armed groups, some working as drivers while others, clad in khaki boubous (flowing robes) and black headbands, showed off how quickly they could take apart and reassemble their AK-47s. U.S.-based Human Rights Watch estimates hundreds of children, some as young as 12, have been recruited into the Islamists' ranks.

"There are young fighters -- our doors are open to everyone," said Ould Hamaha, the MUJWA spokesman. "If they are very young we will be able to train them. It is not a problem."

The drug connection
As well as ransoms, drug money is funding the rebels and terrorists. The Sahara has become a transit point not just for hashish but also for some of the Latin American cocaine and Afghan heroin destined for Europe. For those who know the desert, such as Mohamed, a young Arab-Tuareg from Timbuktu, the trade has been a bonanza.

Having ferried subsidized fuel from Algeria to sell at a profit in Mali's north, he was approached to switch to a more lucrative alternative: becoming a driver on cocaine runs.

Mohamed said loads of cocaine would be dropped in the desert and he would collect $3,000 per trip to ferry drugs to a given location. After several successful deliveries, he sometimes even got to keep the car.

"With this money I was able to organize three wedding ceremonies -- how could I have done this with the other job?" he said, speaking to Reuters in Timbuktu. "As for the security -- if you smuggle fuel and are arrested you face a fine and lose your product. With drugs, as we say in the trade, ?Someone else takes care of that.'"

Mohamed, who had shifted between smugglers and rebel groups, was referring to the common suspicions of complicity between some traffickers and civilian and military authorities in the north.

Similar accounts were repeated by others in the north, where new buildings, expensive cars and other ostentation hint at the money being made from drugs. In Gao, the biggest town in Mali's north, multistory Mediterranean-style villas surrounded by high, whitewashed walls and ornate gates have popped up amid the grinding poverty.

Ben Essayouti, secretary general of Timbuktu's branch of the Malian Human Rights League and a teacher, said: "People came in from the desert with suitcases full of cash. Sometimes the bank opened on holidays just for them."

Links between drug smugglers and Islamists, and the way in which funds are generated for AQIM, are more nuanced than in the ransom business. Hilary Renner, a spokeswoman for the U.S. Department of State, said of AQIM's role in the drugs trade: "They do not control the means of production but they do provide 'protection' and permissions for traffickers moving product through areas they control."

Traffickers arrested in Mauritania last year told authorities there that a convoy of hashish would have to pay $50,000 to pass through AQIM-controlled territory, according to a Western law enforcement official in the region.

But few people in Gao or Timbuktu now differentiate between criminals and jihadists. Essayouti said he had witnessed how the two cooperate. "When AQIM came into Timbuktu, we saw that they were together. The drug traffickers and AQIM look after each other."
Bamako-based diplomats and local residents in Gao say ties between traffickers and Islamists are even stronger in that town; they cited names of businessmen and local politicians allegedly connected to the drugs trade and now seen as cooperating with MUJWA. Ould Hamaha, who said he spoke for MUJWA, said the group had no links with drug traffickers.

The West?s dilemma
Reflecting frustrations with the ransoms that help finance terrorist groups, David Cohen, U.S. undersecretary for terrorism and financial intelligence, toured Europe in October to try and forge a common position on dealing with kidnappings. For many observers, however, the damage has already been done.

Regional and Western nations scrambling to resolve Mali's crisis are caught between mounting a hurried, and potentially ill-prepared, military operation, and the danger of giving the Islamists and their allies time to dig in.

As diplomats prepare a U.N. resolution to back military intervention, there is also talk of negotiations. The task is complicated by the array of allied players - Islamists, traffickers and some opportunistic youth - who, for now, see no advantage in bowing to Mali government control.

"It makes it more difficult as it is not clear how you have to approach them," said Pierre Lapaque, head of the U.N. Office on Drugs and Crime for West Africa.

To persuade groups to distance themselves from terrorism and organized crime, unsavory bargains may have to be made.
"In the short term, if the Malian government wants to win back the north, it will have to strike deals with some of these groups," said Wolfram Lacher, a researcher at the German Institute for International and Security Affairs. "The difficult question is how you stop ... their positions being strengthened."

The tricksters faked a tweet from Entertainment Tonight's official account, reading "Pop star Justin Bieber was diagnosed with cancer earlier this morning. Bieber fans are shaving their heads to show their support."

They doctored a few photos of young girls with shaved heads to make it appear that they were holding signs reading "Bald for Bieber." They then created false images of more tweets -- one from Justin, thanking ET for their support, and tweets from Kanye West and Chris Brown offering Justin words of encouragement.

Again, it was all a hoax. Justin's bodyguard, Kenny Hamilton, denied the rumors on Twitter shortly after they began. But thanks to Tumblr, the rumors spread like wildfire. Videos like the one below, were created.

Surface interest, Win 8 caution on release day

U.S. shoppers woke up with mild Surface fever on Friday, lining up in moderate numbers to buy Microsoft's groundbreaking tablet computer designed to challenge Apple's iPad.

The global debut of the Windows 8 operating system was greeted with pockets of enthusiasm, but not the mania reserved for some previous Apple launches.

Microsoft is positioning the slick new computing device, which runs a limited version of Windows and Office with a thin, click-on keyboard cover, as a perfect combination of PC and tablet that is good for work as well as entertainment.

"I like the flexibility of having the keyboard and the touch capability," said Mike Gipe, 50, who works in sales for bank Barclays, and was planning to buy a Surface tablet at Microsoft's pop-up store in Times Square in New York.

"It's the combination of having the consumer stuff and the work stuff," he said, looking forward to using Excel spreadsheets and PowerPoint presentations on the new device.

The Times Square store was the first to sell the Surface???Microsoft's first ever own-brand computer???and other Windows 8 devices late on Thursday and will be open through the holiday shopping season. On Friday morning it was crowded with a mix of tourists and local office workers, but the cash tills were not jammed.

"With the other tablets you're a consumer. With this you can have input," said Peter Townsend, on vacation in New York from Australia with his wife, who bought a Surface tablet because he liked the keyboard.

Mark Pauluch, 28, who works for a New York private equity firm, said he would like a Surface because he does not want to take a laptop on a plane, but was disappointed when the sales representative told him the wifi-only Surface would not work with Cisco VPN networking.

"I can't use this to replace my work laptop unless it supports VPN," he said.

Elsewhere in the United States, there was solid but not overwhelming interest for the Surface.

"It's a good tablet. I am not a huge i-anything fan, I like Windows," said Matt Shanahan, a software developer who drove four hours to the tiny Michigan Avenue pop-up store in Chicago from Grand Rapids, Michigan to buy a Surface. "My friend and I are software developers and this gives us an opportunity to develop new apps," he said.

In a pop-up store at the San Francisco Centre mall about 50 people lined up to buy the new Surface.

"On an iPad you have to use half the screen for a keyboard, or buy an accessory. I love that the Surface is so integrated, that you can type and use Word and all my other programs," said Malte von Sehested, a textbook creator who bought a Surface.

"With the Surface you get a steeper learning curve???I had to get someone to show me how to side-swipe, swipe out to get the menus for instance," he said. "It may take a week, before it all becomes natural. That could be a problem for Microsoft. My old dad, he would get hit by that steeper learning curve."

Wall Street and tech industry experts failed to show great enthusiasm for Windows 8, but were prepared to give Microsoft time to succeed.

"Microsoft did not come out with Windows 8 thinking it will be an overnight success," said Daniel Ives, an analyst at FBR Capital Markets. "But there's hope that this could be the silver bullet of growth (for Microsoft) as well as giving the PC industry some optimism that there's better days ahead."

The next six to 12 months is a "crucial period" for Microsoft to get traction with consumers, added Ives.

Sarah Rotman Epps, an analyst at tech research firm Forrester, said consumers may be best served waiting for tablets running the full Windows 8 Pro and Intel chips, which are due out early next year.

"Windows 8 has a lot of great features, but RT has a long way to go," she said, citing a lack of apps and poor video performance on the Surface.

"It's not really a PC. RT is too restricted. Some people will be happier with the full Windows 8," she said.

Nina Camp: My Grandmother and I Asked the ... - Huffington Post

My grandmother lived the last years of her life alone, in a house on stilts, in the woods of a sleepy island. She played Chopin on her baby grand to relax. She fed the peacocks that came to her deck. The deer wandered without fear up to her door, and at night I'd wake to find iridescent insects in my bed.

A few years before she died, she took me to the epicenter of her heart. I was visiting her alone. I was hiding out, passively avoiding her, because, as everyone in the family knew, she wasn't always easy to be around. She was argumentative and anxious. She burned with the resentment and grief of a woman scorned. An uncle joked he'd be unable to have a bowel movement several days before a visit. An aunt noticed that my grandmother might be heard whistling and chatting to herself in the kitchen, but it would be the morning everyone was leaving.

I was sitting on the balcony floor watching PBS on her portable television when she came up the wood and iron spiral staircase, went to a low shelf, pulled out a cardboard box and said, "These are my journals. You can go through them if you like."

She left me alone. In under a minute, I found her core: A list of men she wished she could have fallen for. She described each one, praising their qualities of kindness and reliability. She gave details about their positions in life and how well each had treated her. She asked, Why can't I ever go for the good guys?

I don't think solitude in the woods is what my grandmother really wanted. I think it's the best she thought she could do. She wasn't the type to back down. In her lifetime, Dr. Leah Camp, my father's mother, established and became chief of the department of anesthesia at Franklin Square Hospital in Maryland. (Her obituary, my prime source, does not include anecdotes about her experience as a female medical student in the '40s. She once, for example, found a disembodied penis wrapped in cloth in her handbag.) She then got a Masters in public health from Johns Hopkins, became the medical director of a senior citizens' center in Baltimore, and later became public health director for southwest Georgia, where she established public health programs for a 16-county area. After she retired and moved to Big Pine Key in the '80s, she helped establish the Big Pine Key Public Library. She also raised dogs and Tennessee walking horses and enjoyed sailing and traveling. Her marriage ended in divorce.

My grandfather told me a story about one of the dogs. As they approached their separation, he came home from work to find the mastiff growling at him. The dog knew my grandmother was suffering and that my grandfather was at least partly to blame.

But she also suffered in ways my grandfather had no access to. For example, she allowed her breast cancer to progress to the stage where the skin was puckering -- I imagine she slept turned away from him -- so that her only option was a radical mastectomy.

Still, I believe they loved each other. They were both strikingly attractive doctors, both pioneers in the medical world. She was a red-headed sweater girl -- in one black and white picture from the '50s, she's a voluptuous movie star in a sequined gown, her eyes gleaming -- and my grandfather, dangerously handsome and Italian, was irresistible. In his 80's he could still attract younger women for flirtations and possibly affairs. He had a magnetism that confused a lot of women, including me. I yearned for his love and approval till the day he died.

"He's a rogue," my step-grandmother, his second (and last) wife, told me. "He's always been a rogue, and he'll always be one."

"He didn't have a pot to piss in when I married him," my grandmother said to me, several times.

I've lived for many years on the jungle island Manhattan. My most serious relationship has been with the city, my sexy companion with her rock star, hardcore heart and endless, revolving distractions. I've hacked my way through her mythic cross-streets, gone deep into the high rise canyons searching for the gold -- a life partner. But honestly, I've been after something else: a lesson; a challenge; a way to satisfy or clarify an irrational impulse; a moment of reciprocal love to show me what a life full of it could feel like.

I've made lists of men, the coulda shoulda woulda guys -- the ones so earnest, they increased my sense of self and beauty just by turning their gaze on me. Some knot embedded in me resists that feeling of beauty. My list appears to come down to these two questions: Why doesn't this one love me? Why don't I love that one? But it's actually these: Why don't I get along with myself? What am I so repulsed by?

But something just changed. I thought I'd never leave Manhattan. But the chatter -- the drone of psychic chatter made of a billion agendas and urges and cross-purposes -- finally got to me. I moved to Brooklyn where, I imagine, I can hear myself think better. And less. My heartbeat, no longer swallowed up by the stunning pulse of Manhattan, has its own voice and rhythm, and it may turn out to be almost tolerable to me. It may even want to synchronize with a good guy. I don't want to live the rest of my life alone on an island.

My grandmother's heart disease, which likely grew out of her anxiety, chain smoking and maybe the Twinkies and Pringles on her kitchen counter, ended in her death at 80. I remember her pointing out the ospreys along the beaches as we drove from the airport to her house. I remember a party full of musicians, artists, sea shell decorations, colorful clothing and conversation. I remember how strange it was to hug her, because whatever had replaced her breasts was hard and dull. I remember her voice when she'd see me for the first time in months. The ringing joy in her voice was full of breath and blooming love. The joy was unaccountable, considering the suffering she'd endured -- including abuses I was told she'd sustained in childhood -- and the sourness that could fill the air in her presence. My grandmother was beautiful, brilliant and tortured. But her first impulse of communion was always tenderness and joy. She had a hungry, stunning smile. It had the power to break through the sadness and anger that contracted inside of her. She'd call out my name as I stood in the doorway. She'd pull me into a strong warm hug. Always, her first impulse of joy, from the real center of her heart, remained pure.

President Pranab Mukherjee, Vice President Hamid Ansari and Prime Minister Manmohan Singh Friday greeted the people on the occasion of Eid-ul-Azha, wishing the people on this festival would resolve to build a peaceful, harmonious, fraternal and progressive society.

In his message, the president said: "The festival of Eid-ul-Azha epitomizes the noble values of sacrifice, trust and forgiveness."

"Let us today remind ourselves of the spirit of sacrifice in the cause of goodness that alone can lead to peace and harmony. May this unique festival inspire us to sacrifice our selfish interests in the larger interest of the country as a whole," he said.

Greeting the people, Ansari said: "The celebration of this festival reminds us of the cherished human values of compassion, sharing and sacrifice."

"On this joyous occasion, let us all firmly resolve to build a peaceful, harmonious, fraternal and progressive society," the vice president said.

Manmohan Singh, in his message, said that Eid-ul-Azha "is a festival celebrating the spirit of submission to the will of God."

"The festival reminds us of the importance of charity and sacrifice. On this occasion, we should reaffirm our resolve to strengthen the bonds of brotherhood," he said, hoping the festival ushers in happiness and prosperity for all.

Eid-ul-Azha is celebrated by Muslims across the globe in honour of Prophet Ibrahim, who was even willing to sacrifice his son Ismail to please Allah.

According to Muslim belief, Allah replaced Ismail with a sheep just as Ibrahim was about to slit his throat - hence the tradition of sacrificing an animal.

Britain's Debenhams, ASOS buck retail gloom

LONDON (Reuters) - British retailers Debenhams and ASOS laid out plans to deliver future growth overseas as their rising profits showed their resilience to weaker home market conditions.

Both Debenhams, Britain's No. 2 department store group, and ASOS, the fast-growing online fashion retailer, have bucked the gloomy trend in the sector, dogged by weak consumer confidence.

Shares in Debenhams, up 59 percent over the last year, rose 6 percent after it increased its target for online sales to 600 million pounds ($961.8 million) from 500 million through the next three to five years.

The group also upped its target for overseas franchise stores from 130 to 150, with a focus on new openings in the Middle East and Asia.

Debenhams currently trades from about 170 stores in Britain, Ireland and Denmark, and 71 overseas franchise stores.

The group, which ranks behind rival John Lewis in terms of annual sales, also posted a 4.2 percent increase in full-year pretax profit to 158.3 million pounds, against a forecast 157.5 million, driven by its breadth of products, appeal to a range of customers and multiple routes to market.

Yet the company did not see any general upturn in the sector, where Argos parent Home Retail for example has just posted an 18 percent drop in first-half underlying pretax profit and is closing stores.

"We've seen no significant change in consumer confidence in the last six to nine months and customers are acclimatizing to what life is like in these challenging economic times," said Chief Executive Michael Sharp.

FURTHER PROGRESS

Sharp expects the UK to be as competitive as last year in the run-up to Christmas, the main selling season for most retailers. He does not anticipate a significant improvement in the economic environment in 2013 but said he does expect Debenhams to make further progress.

ASOS posted an expected 40 percent rise in yearly profit as strong trading in overseas markets more than offset slower growth in the UK, and said it was positive on the outlook.

The retailer, which targets young women looking to emulate the designer looks of celebrities such as Nicole Scherzinger and Pixie Lott, made a proforma underlying pretax profit of 44.5 million pounds.

UK retail sales growth of 10 percent was dwarfed by international sales growth of 64 percent.

As well as the UK, the company has websites in the United States, Australia, Germany, France, Italy and Spain. "On a daily basis on the planet we are the most visited fashion website for 15 to 34 year olds," CEO Nick Robertson told Reuters.

He said that by this time next year the group will have set up local language websites in both China and Russia.

"These are just two more markets which we will start small and gradually build," he said.

Prior to Thursday's update, ASOS shares had risen 90 percent so far this year, hitting a record 2,571 pence last week. But the stock was down 8 percent at 2,302p at 0951 GMT (0551 EDT), after Robertson played down recent re-heated speculation of a possible bid from Amazon.Com Inc .

"What I can categorically say is I have haven't spoken to (Amazon CEO) Jeff Bezos for three years," he said.

The arrest of six alleged scamsters who sold $1.6 million worth of fake magazine advertising to unsuspecting businesses is "the tip of the iceberg", says the head of the Serious Fraud Office.

Authorities moved in yesterday to arrest the suspects, serve search warrants and undertake other investigations at over 25 locations around the country.

Codenamed Operation Edit, the investigation was led by the SFO and involved five other government agencies, including the police and the Commerce Commission.

It is alleged that the group sold advertising in magazines that were either never printed or the number of magazines that were printed and circulated was grossly exaggerated.

The magazines were titled in a way suggesting "worthwhile causes" in subjects such as road safety, parenting or drug addiction, said an SFO statement.

The SFO said five of the accused had been charged with multiple fraud offences and with participating in an organised criminal group.

A sixth person was charged only with participating in an organised criminal group.

The scam was uncovered by TV3's Campbell Live current affairs show after a tip-off from a Rangiriri cafe owner who had been approached by one of the accused.

Anthony John Hendon and another man, James Stephen Burns of Wellington, appeared at Blenheim District Court yesterday. Hendon was arrested at his Waikawa Bay home, near Picton, by Organised Financial Crime Agency staff and police early yesterday.

They were remanded to reappear in Wellington District Court on November 14.

The four other accused are making their first appearances in courts around the country today.

The six arrested will be held in custody for three days to prevent them destroying evidence or speaking to witnesses.

The SFO's acting chief executive Simon McArley said there was plenty of anecdotal evidence that such "high volume, low value" scams were active in the New Zealand economy.

"A lot of the time they are small amounts [of money] and people shrug them off, but they add up," said McArley.

"It's just another cost that businesses can do without - times are tough enough as it is, you don't want to be paying people for things you haven't received."

McArley said it was not easy for the SFO to investigate and prosecute such cases because the cost of resources used outweighed the benefits.

But a multi-agency approach meant the investigation could be undertaken quickly and effectively, he said.

"It's not a South Canterbury Finance, it's not a $1 billion case, so targeting your resources on a purely monetary basis you'd walk past it, but our thinking is that there's probably a lot of this low level offending.

"[This case] is about getting something that we can get a grip on, using all the resources of the various agencies which would otherwise be unable to get to it, and sending a message that suddenly the risk of this sort of business model has gone up.'"

The Commerce Commission said it had handed over between 15 and 20 complaints received in the past year about the individuals and businesses that were targeted in the operation.
